While the diatoms are not harmful to people or animals, to fleas they are very abrasive and cause dehydration, leading to death.
Diatomaceous earth can be used indoor and outdoor, however it must be used sparingly indoors and with proper ventilation. It can be very irritating to lungs and mucous membranes if inhaled.
It is inactive in the presence of water, so use it on dry walk ways, dry porch/patio, dry sandy areas around the home. In Florida, in the summertime, it's hard to gauge when we're headed for a true dry spell, so the use of DE is not always the first and best solution.

Thanks Bonnie, the post does note that the original plan provides 14 acres for dogs and 2.5 acres for non-dog people, and the new plan gives 11.5 acres to dogs (I didn't spell it out, but if you do the math, that leaves 5 acres for non-dog people.) It's up to readers to decide if that's adequate.
