Actually, Harvick said he was speeding on pit road ... not spinning his tires ...
During green flag pit stops prior to the lap 20 caution, Harvick was caught speeding on pit road ... That put him at the back of the longest line (instead of having to serve a pass-through penalty as the caution came out prior to him serving the penalty) ... That's why he got damage by Gonzalez during the "Big One" ...
