The OK is run by, and employs mostly, Chabadniks, but it doesn't limit itself to Chabad standards of kashrus. I once made that mistake, bought a box of donuts for my local Lubavitcher rebbetzin, checked for O-K, but it wasn't cholov yisroel, so they had to refuse it.
CHK Crown Heights Kosher only certifies food that fits Lubavitcher kosher standards.
