The Supreme court of Israel was addressed their ruling to the point that the city was taking fines from the large chains that were able to pay them to the mutual benefit of both. The large chains were open the city was gaining an income probably not budgeted and in fact gaining a windfall. The court said in its ruling that the city should have been and should be now more creative in its attempts to enforce laws that are on the books and not to just cynically do the minimum required.
