I think it's more accurate to write - Troubled Jewish Youth Arrested For Vandalism. The title as you currently have it unabashedly reveals your anti bias, and is uncool. I'm all for attaching a haredi label where it's appropriate but it's so not here. 2. Chaim Babad - ALSO uncool to use the word "retarded" in this context.
