What Rubio said at the top- victims are victims, not perpetrators is the bedrock of protecting victims.this is not well understood in law enforcement circles, so ignorant prosecutors will still charge them with "prostitution" as if it was their idea. The case of Sara Kruzan is a particularly egregious example of charging, and imprisoning the victim.
