For this to work with newer setups (Windows 7, probably Vista), you will have to include the --listen-host parameter with 0.0.0.0 (--listen-host 0.0.0.0). I found that if I didn't include this, I could only connect using svn://localhost/ and I couldn't even use svn://127.0.0.1/. On other machines I got the message that the connection was actively refused. Quite annoying to go through the series of steps... services, firewall, router, other machines, proper interface binding, etc etc. Hopefully this helps someone!
