I agree with Elizabeth on her last post: There should be rebates (by state) and incentives for a)less water use, b)efficient irrigation (like there have been for energy efficient appliances), c)using natives & d)low maintenance landscaping (uses less water and chemicals). But who would check it? There is already LEED for homes; that is a good place to start. More expensive water solves a lot of problems in itself (agree with Curmudgeon).
