I'd rather more people learnt about computers in general, I.e. That a hard drive isn't the big box you plug the wires into. I can understand the mayor promoting programming in his town, programming is probably the biggest source of worker migration in from a certain sub-continent and judging by the posts on StackOverflow, there are likely to be a lot of jobs available to clean up shonky code!
