The government of Illinois has allowed some businesses to retain the state income taxes of their employees. This is money that could have been used to pay the State of Illinois' share of teachers' pensions. Some businesses have also been permitted to keep part or all of state sales taxes paid by their customers. There are some who would like to expand this form corporate welfare in the name of job creation. Unfortunately it probably goes to increase corporate bonuses and pension benefits.
