We have a similar policy where I work. The only problem is I don't think anyone has ever taken the time because they already have more work than they can handle. The few people that have come up with major innovations have done it in addition to their existing overtime. It'd be great to have time to work on new and innovative ideas. Though I think a lot of companies struggle at giving employees enough time to do innovative or even adequate work on what they are already required to do.
