My question is this: If we consider the new quota a signal, whom are they signaling, and what is the message? Does the move send a different message "domestically" and "internationally"? Of course. Do they really need to signal that they have much of the market cornered? Maybe not. So, perhaps "bite me" really is the message.

A thought on option three: It's not just Google.cn that puts you to .com.hk -- Google.com forwards to HK as well. Thus they'd have to interfere a bit more for some users. No idea how many people type google.com or .cn or .com.hk or what.
