Prior to her ascent to Homeland Security chief, Arizona Governor Janet Napolitano was known to many of her constituents as "Big Sis". Her implementation of spy cameras around the state earned her the title. Under Governor Napolitano, Arizona saw the introduction of red light and speed cameras on their roadways to a degree not seen in the country to date. Announcing her plan to begin closing the state's budget deficit through the utilization of revenue-generating automated ticketing cameras, Napolitano's "scameras" infested the highways and bi-ways of the state. Many states have begun utilizing revenue-generating automated ticketing cameras for monitoring red lights and speed, but Big Sis took it a step further when she asked the legislature to implement their use for spying on commuters in carpool lanes.
