I think it would be a good idea. California is too too big and geographically disparate to govern effectively, particularly with nanny-state principles.
Academic geographers and anthropologists have documented the historical difficulty of governing along a longitudinal axis. That's why most countries tend to "bulge" left-right on a map, and did even more so through history.
It certainly isn't healthy for the country for most of our most valuable coastline to be dominated by one dysfunctional entity.
