I think that she should return them to the neighbor stating that her son doesn't like to wear jeans and perhaps she can find someone else to give them to. That way she knows that you don't want her hand me downs. Otherwise, if they are in good condition I would give them to a homeless shelter or a clothing bank so that someone can use them.
