I am terribly disappointed with this post, Pamela. Even with a US birth, Obama still is not a natural born citizen because of a rule in effect in 1961 imposed on the mother. The mother was required to live in the US continuously for 6 months before birth. Ms. Dunham had gone off to Kenya returning to Hawaii shortly before giving birth, violating the rules, requiring Barry to be naturalized later, which apparently did not happen. That means Obama is neither a natural born citizen nor a naturalized citizen no matter where he was born.

The 20th does not require any more proof of citizenship than the original qualifications. The President refered to in the 20th must meet the same qualifications as if there were no 20th Amendment. 20 simply does not address the situation we have with Obama. It would have been applicable had the an investigation been done during the interregnum determining Obama to be inelegible, but that was not done and Obama was sworn-in.

The Constitution only says in this regard the candidate must be a natural born citizen, nothing is said about proof. Since that responsibility was not directly given the Feds, the responsibility devolved upon the several states. The assumption was always the proof would be supplied by the various states, and those states would invest the individual Secs of State to do the validating. Therein lies the problem - no state ever established rules for validation and left verification to political party officials. The verification hole needs to be closed at the State level and not leave it to party people.
