Sorry, this story is an urban legend at best. To begin with, it impossible to get every single NASA employee into a single room: the agency today has nearly 20,000 employees (plus an even larger number of contractors); the agency's workforce was even larger in the mid-1980s. Second, the first unpainted external tank was flown in 1982 on the third shuttle mission, STS- (http://en.wikipedia.org/wiki/STS-3)
