What cloud service could be relied upon to be available enough to make this work? No amount of downtime would acceptable. A local solution, replicated by a cloud service perhaps (e.g. something like a 1Password/DropBox combo), has to be the underpinning so that credentials are always available, and across all of a person's machines.
