Sometimes even special laws won't help the State's case.

Sounds like an out of control organization led by a huge ego to me. Maybe Travis Tygart should enter politics, where such crap is normal.

Armstrong over-waters his lawn in Austin, Tx. He must have cheated. Name the drug tests Armstrong flunked. You can't. The USADA record is 68 - 2 in arbitration. That tells me more about the process than the integrity. (You may choose to believe otherwise, or prefer jailhouse snitches over evidence.)
I find USADA, established by Congress, to be the PETA of sports logic - the giant ego of Travis Tygart, entranced with his power. You're more than welcome to disagree.
