That is actually a good idea while i can see why it isnt recommended for obvious reasons.
While I agree about letting your members have a voice in what it may need. It is sometimes about the Wants rather then the needs. You need to distinguish whats plausible to implement to satisfy your audience without alienating others.
Hi Rich, This scenario is fairly common in the game industry between product launched or when the game stopped being supported but has dedicated fans keeping the game alive. The trolls will always be there. Its part of the job no matter how busy the forum . The bickering could be from lack of engagement too. A member getting frustrated at the lack of proper support. There are so many variables for the low conversation rates. It could be the product or service is old, lack of marketing including community engagement, poor customer service policies. etc. Some communities are built to stay constant over time too.
