Assuming the banks win an arbitration award against Dubai Group, they could then seek to attach their claims against Dubai Group assets worldwide. Under the New York Convention of 1958, signed by the UAE, international arbitration awards should automatically be approved by Dubai courts. One person aware of the situation says the claims threaten to push the investment company into insolvency, putting Dubai Group directors in legal jeopardy for potentially trading as an insolvent company. But lawyers also point out that these domestic laws are rarely enforced in the UAE against any company, making implementation against a company owned by Dubai’s ruler even less likely. UK TO END FINANCIAL AID TO INDIA BY 2015 The UK is to stop giving financial aid to India by 2015, the international development secretary has announced. Support will be gradually cut by about £200m ($319m) between 2013 and 2015 before being wound up completely. Minister Justine Greening said the move reflected India's economic progress and status as a global force. The UK's financial support to India, one of the world's fastest-growing economies, has been controversial for some time - particularly among Tories. Ministers have defended it in the past on the basis of the extreme poverty persisting in rural areas and historic colonial ties between the two countries. Ms Greening has been conducting a review of all financial aid budgets since taking over the role in September and visited India earlier in the week to discuss existing aid arrangements. 'Changing place' She said the visit confirmed the "tremendous progress" that India was making and the basis of the UK's support needed to shift from direct aid to technical assistance in future. The announcement that the UK is scrapping aid to India has been long expected and will not have come as a surprise to the Indian government. UK International Development Secretary Justine Greening was in India early this week to meet senior Indian government officials who were briefed on the move. India has long held the position that while it welcomes financial aid from overseas from those who choose to give it, it will never actively seek it. The move is also recognition of India's economic transformation. It's now the third largest investor in the UK and the largest market for British goods outside the EU. But much of the UK aid money was used to fund projects in some of India's poorest areas and some will worry that those at the receiving end could suffer. "After reviewing the programme and holding discussions with the government of India, we agreed that now is the time to move to a relationship focusing on skill sharing rather than aid," she said. "India is successfully developing and our own bilateral relationship has to keep up with 21st Century India...It is time to recognize India's changing place in the world." Although all existing financial grants awarded will be honored, the UK will not sign off any new programmes from now on. By focusing post-2015 support on trade, skills, health and private sector anti-poverty projects which can generate a return on investment, the UK estimates that its overall contribution will be one-tenth of the current £280m budget. In making the decision, the UK is citing the progress India has made in tackling poverty in recent years. It says 60 million people have been lifted out of poverty as a result of the doubling of spending on health and education since 2006. The UK also says bilateral trade between the two countries is flourishing, growing 20% in 2010. From 2015, development experts will continue to work alongside the Foreign Office and UK Trade and Investment but focused on sharing advice on poverty reduction, facilitating private sector projects and global partnerships in food security, climate change and health prevention. The BBC's political correspondent Carol Walker said this was an important step that was seen by the government as part of efforts to focus its aid budget on countries most in need. The trip is part of an ongoing effort to smooth recently ruffled feathers in the two autocratic states and ensure that billions of pounds worth of defense sales and other UK economic interests are not affected. Problems on the prime minister's agenda include sudden difficulties over renewing a key BP oil concession in Abu Dhabi, the largest of the Arab emirates, and worries about a £7bn fighter aircraft deal with Saudi Arabia. Both countries are bristling over criticism of their human rights records – though little of it is from the British government. UK trade with the Gulf is worth £17bn a year. Cameron's trip was arranged some time ago, but follows last month's extraordinary outburst by the Saudi ambassador to London, who said the kingdom felt "insulted" by a planned parliamentary investigation into Britain's relations with Saudi Arabia and Bahrain. Saudi sources warned the BBC that there could be a retaliatory "review" of the country's ties with the UK. British officials have subsequently been scrambling to explain that the government cannot control the Commons foreign affairs committee. One view was that the ambassador may have been covering his back, rather than acting with the authority of the foreign minister, Saud al-Faisal, who has been ill. Saudi officials complained that the foreign affairs committee had been "manipulated" by members of the vocal Bahraini opposition, some of them with links to Iran, who are keen to stress the Saudi role in helping to crush the unrest in Bahrain in March 2011. Friends and critics of Saudi Arabia agree that the parliamentary move had damaged the country's already poor image in the UK. William Hague, the foreign secretary, and Philip Hammond, the defense secretary, are planning separate Gulf tours. Compounding tensions with the Saudis is what regular visitors describe as a sense of drift in Riyadh, where 88-year-old King Abdullah is ailing, reforms are moving at a glacial pace and the future is uncertain. Another part of the problem is a London embassy that is notoriously prickly and uncommunicative. Little damage has been felt so far, but there is palpable nervousness regarding the future. Cameron will push for the completion of the BAE Systems deal for 72 Typhoon jets, maintenance and missiles, and for lucrative business with the UAE, where the defence manufacturer has "huge ambitions," in the words of its chairman Dick Olver. "The Saudis will play Russian roulette with payments which could be quite exciting given BAE's current problems," predicted a businessman with long experience of the region. "They will use political stuff as a point of leverage – whatever tools they have at their disposal." Precedent is worrying. In 2006 the Saudis threatened to end counter-terrorist cooperation with the UK unless the serious fraud office dropped its investigation into BAE Systems over the al-Yamamah arms deal. Sir Sherard Cowper-Coles, ambassador to Saudi Arabia at time, assessed that the threat was real and the investigation was shelved on national security grounds. He is now BAE's international business development director. Unrest in the eastern provinces, home to the country's Shia minority, is another highly sensitive issue, with Gulf officials warning that the Saudis will not countenance interference in their internal affairs. The Foreign Office categorizes the kingdom as a "country of concern" in terms of human rights, but its criticism is discreet. "Saudi Arabia … gets a comparatively easy ride given the scale of the human rights violations in the kingdom," Amnesty International said last week. Uncertainty over the BP concession suggests pressure is already being applied by the UAE, brooding over regional and local issues. Like the Saudis, the Emiratis were devastated by the west's abandonment of President Hosni Mubarak of Egypt last year and the rise to power of the Muslim Brotherhood across the Middle East. The UAE is also notably hawkish on Iran, whose nuclear programme is at the centre of regional tensions. Emirati leaders have been angrily expressing their concerns to the UK, diplomats say. Tempers flared recently over coverage of Islamists and human rights issues by the Guardian and BBC, triggering a Twitter campaign accusing Britain of backing "traitors". Independent observers are pleased that the UK is becoming more critical of the status quo in Bahrain, where the British government criticised a ban on demonstrations as "excessive" last week. "People are surprised that the British are taking such a critical role in assessing the situation in a way that might have a negative impact on trade," said Mansour al-Jamri, editor of the Bahraini newspaper al-Wasat. But others see more continuity than change in the region as a whole. "The Gulf states are unnerved by the ease with which the US and UK have shifted towards engaging with the Muslim Brotherhood in North Africa," said Jane Kinninmont of Chatham House. "They don't want what happened to Mubarak to happen to them. Elsewhere in the Middle East things are different, but I struggle to see any difference in policies towards the Gulf. Britain is doing business as usual in Bahrain despite the protests. That's a signal that will not be lost on the Saudis as they deal with unrest in their eastern provinces." If the Saudis are now silent, their British friends are speaking out. Daniel Kawczynski, the Tory MP who chairs the all-party parliamentary group on Saudi Arabia, says the row over the foreign affairs committee inquiry has been "extremely unhelpful and damaging" to relations between the two countries. "Every time I take an MP to Saudi Arabia their views are radically changed," Kawczynski said. "There is a huge amount of prejudice in the House of Commons as there is in the country as a whole, because you only ever hear negative press reports. People have a very distorted view of the kingdom. I would be very put out if the Saudis came to this country and challenged and berated me about all our social ills – whether neglect of the elderly or drug abuse or inner city crime. Your discretion is advised UAE Cabinet on Tuesday approved the federal budget for 2013 with a zero deficit, as income and expenditures are projected at Dh44.6 billion, higher than 2012 fiscal year estimates. The meeting was chaired by His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. Lt. General Shaikh Saif bin Zayed Al Nahyan, Deputy Prime Minister and Interior Minister, and Shaikh Mansour bin Zayed Al Nahyan, Deputy Prime Minister and Minister for Presidential Affairs, and other ministers were present at the cabinet meeting. “[I] chaired a cabinet meeting where we approved the federal budget for 2013 with total spending: Dh44.6 billion and no deficit,” Shaikh Mohammed wrote on his official Twitter account after the announcement of the budget. Shaikh Mohammed noted that the budget is part of the three-year budget plan for 2011-13 with a total expenditure of Dh133 billion, according to Wam news agency. Total spending for the next fiscal year is projected to increase by 6.7 per cent to Dh44.6 billion, compared to the 2012 expenditure. Revenue is also estimated to jump by 7.7 per cent to Dh44.6 billion for the 2013 budget, compared to Dh41.4 billion in the current year. Shaikh Mohammed said that social spending will have the largest share of the budget with 51 per cent, while education will account for 22 per cent, and water and electricity 12 per cent. “Priorities for the 2013 budget will be: health, education and social benefits for citizens, as well as the improvement of government services,” he also said on Twitter. Earlier this month, a top official of the Ministry of Finance said that the federal budget gap is expected to be around Dh2 billion this year. The UAE booked a consolidated budget surplus of Dh36.2 billion last year, the ministry said this month. The amount earmarked for the social development sector and social welfare represented 51 per cent of the union budget for 2013, with a total allocation of Dh22.7 billion. Public education, higher education, health, labour, social affairs, Islamic affairs, culture, youth and community development, the Shaikh Zayed Housing Programme and other social welfare programmes fall under this category. Education took the largest single share of the budget at Dh9.9 billion, representing 22 per cent of the total allocations. In the effort to complete the implementation of the country’s Education Development Strategy, the education budget has been increased to Dh6 billion to support development initiatives in government schools and to provide the required financial support for promotion of the teaching staff. The governmental affairs category — including defence, interior, justice, foreign affairs and other federal departments — accounted for 41 per cent of the federal budget with total allocations standing at Dh18.3 billion. The budget allocated to the Ministry of Social Affairs for 2013 is Dh3 billion to ensure the provision of decent living for the beneficiaries of social aid and to ease the burden on Emirati citizens. Meanwhile, the budget allocated to the Ministry of Health is Dh3.4 billion, which will be used for the provision of comprehensive health services to all citizens. This reinforces the belief that the step is a unilateral one [taken by Qatar]. This implies the following: First, Qatari legitimacy will be granted to the sacked, rebellious, divisive and illegal government of Hamas, which took power through a military coup in 2007. Separation between the Gaza Strip and the West Bank will be reinforced. This situation will further weaken Palestinian cohesion in the face of the fiercest Israeli settlement activity yet, which undermines the components of the Palestinian state. Second, Qatari legitimacy will be lent to the principle of using force to resolve internal differences. This principle has been used by Hamas through military coups, controlling institutions by force, and imposing the authority of a single party. This has led to the violation and indefinite disablement of the democratic process. The terms of the Legislative Council and the presidency expired two years ago, but no elections have so far been held. Disrupting the reconciliation means not resorting to the people as a reference, in line with the principle of political Islam: You commit to democracy once and only once. Third, Hamas will be rewarded for having disrupted the implementation of the Doha Agreement and linking the reconstruction of the Gaza Strip to [the Doha Agreement]. This contradicts the Cairo and Doha Agreements and the results of the Palestinian National Dialogue, which put the task of reconstruction on the agenda of the National Unity Government, in the context of strengthening the unity of the Palestinian homeland and the integrity of its institutions. Fourth, in this senior official visit, the Qatari government overrode the Palestine Liberation Organization (PLO) as the sole legitimate representative of the Palestinian people, and as the National Authority’s reference in the occupied territories that has the right to withdraw confidence from any Palestinian government. The PLO deemed the government of Hamas Prime Minister Ismail Haniyeh illegitimate and called for its dismissal after its bloody coup in the Gaza Strip. Also, the Legislative Council is part of the National Council, which has the right to intervene in all aspects of Palestinian affairs. The historical, voluntary absence of Hamas and the Islamic Jihad from PLO institutions does not mean that their legitimacy should be removed, but means that we should include these factions in the PLO institutions under its main system. The reconciliation agreements provide for settling this issue through elections. Fifth, the Arab League has endorsed the positions of the Palestinian legitimate representative in line with the Arab League Charter. It has refused to deal with the sacked Hamas government and has deemed it illegitimate. Even the government of Tehran, which has strong ties with Hamas, refrained from inviting Ismail Haniyeh to the [Non-Aligned Movement] Summit as it contradicts with the Palestinian legitimacy approved by the Islamic countries. This visit is a violation by Qatar of the Arab League’s position. Former presidents who have surpassed the organization and sought to adopt an alternative to it are Saddam Hussein — who later backed down — Moammar Gadhafi, and Hafez and Bashar al-Assad. They did so in the context of employing the Palestinian factor as a bargaining chip. But they did not succeed. Sixth, if the State of Qatar has reneged on its efforts toward Palestinian reconciliation, does this mean that it supports the establishment of an Islamic emirate or state in the Gaza Strip? This is a logical conclusion even if the intent is otherwise. The question is: What would the function of such a state be? Would it be a substitute for the states in the West Bank and the Gaza Strip, or a [temporary] station to transfer control to the West Bank? The most important question is: What is the program of the “emirate” to resolve the national question? Theoretically, Hamas claims that Palestine — from the River Jordan to the Mediterranean Sea — is an Islamic state, that it does not recognize the state of Israel and endorses a long-term truce. Practically, Hamas is allowing Israel to impose the project of division of roles, with the population being given to political Islam and the land to the occupying state, in addition to dropping the Palestinian demand for ending the occupation and settlement activity. Hamas’ experience in controlling security across the Gaza borders is reassuring and encourages the Israelis to reinforce their control over the West Bank. What is common between the legitimate authority in the West Bank and the sacked authority in the Gaza Strip is security control and suppressing all attempts of resistance, through security coordination and the adoption of the slogan of resistance and preparing for confrontation. But the lesson is [reflected] in the result, which is suppression. The difference between the two authorities is that Ramallah has demanded a cessation of settlement activity, ending the occupation — including the city of Jerusalem — resolving the refugee problem and establishing a Palestinian state. On the other hand, the authorities in Gaza have demanded the establishment of an Islamic Palestine and deemed anything else unacceptable. The emirate project converges with the Israeli project. So, does the state of Qatar support it? Qatar may have hidden tactical motives. Qatar may possibly be seeking to break off Hamas' relationship with Iran and prevent Iran from using Hamas in the event of an Israeli-US military strike. An informed source has said that Iran provides $15 million in monthly aid to the sacked government, which was the reason behind the predominance of the pro-Iranian direction within Hamas over the direction which calls for turning against Iran “in line with the positions of the Muslim Brotherhood.” In this case, the Emir of Qatar might seek to persuade the Iranian current within Hamas against aligning with the Iran axis in exchange for Qatari support. Over the past two decades, one phenomenon has become widely celebrated as the key to making human rights matter and that is the spread of national human rights institutions (NHRIs) around the world. In 1991 a United Nations-sponsored consultation on ‘national human rights institutions’ resulted in a landmark statement entitled ‘Principles Relating to the Status and Functioning of National Institutions for the Protection and Promotion of Human Rights’, since known as the ‘Paris Principles’. With consultations from government representatives, UN agencies, non-governmental organizations, and regional human rights bodies, the Principles established guidance on the status, powers and functioning of NHRIs. United Arab Emirates NHRIs today play a crucial role in the domestic implementation of national human rights norms. They are the new actors in the human rights arena, and many have now been established to strengthen the domestic mechanisms for human rights protection and promotion. With them have come great expectations at national level, not only to implement human rights and to protect people’s fundamental freedoms, but also to provide a bridge between international and national human rights protection systems. The UAE is already party to numerous international human rights instruments that offer valuable guidance to government and confirm the commitment of the government to promote and protect human rights. However, the UAE’s free market economy has experienced phenomenal growth over a very short time span. The UAE has become the golden gate of the Arab World and the outstanding symbol of change in the region. The scale of its socio-economic development has made it a major destination for traders, investors, recruiters, tourists, labourers (legal and illegal), and even crooks and criminals. The economic development of the country has not only brought prosperity for the nation but at the same time has led to many social crises including problems of human rights. Neighbouring countries of the UAE such as Qatar, Jordan and Oman have already established human rights institutions, as bodies independent of government, to promote and protect human rights and civil liberties. Is it not time that the UAE established also one? This article argues why the establishment of such a commission is essential and sets out reasons why the UAE needs a separate constitutional body to deal with human rights issues. First, the international community increasingly recognises NHRIs as essential for ensuring effective national implementation of international human rights standards. Moreover, NHRIs not only help to ensure effective implementation, but they are an important repository of human rights knowledge and experience. Second, an NHRI is needed not only to protect the rights of people that are infringed but also to promote a culture in which such infringement is far less likely to occur. There are significant gaps in the protection provided by the court, by parliament, by governmental departments and by NGOs and INGOs. A national institution is vital not only to provide remedies but also to promote a change of culture among public bodies, thus reducing the need for litigation. This will not happen without a statutory body as a means for change. Third, in today’s world, human rights institutions play a legitimizing role. To be specific, as critics argue, NHRIs ‘signal the stamp of democratic legitimacy on the deal arrived at: they constitute part of the ‘politically correct’ approach to constitutionalism.’ As an NHRI occupies a unique space between government and civil society, its location close to government places it in a position to engage with government officials and influence policy, and an access that few other organizations have. It also enables it to negotiate with non-governmental actors and act as an umbrella for human rights NGOs. Fourth, human rights are not only a matter of law, essential though that protection is, but an ethical code which requires people to treat each other with dignity and respect. The new body in the UAE would conduct public inquiries, assist the UN in scrutinizing the country’s record on human rights, and speak on issues which the government or other state functionaries may avoid. It would have authority to speak on human rights issues for the country as a whole, and other national institutions would be likely to benefit from it. Finally, NHRIs are created largely to satisfy international audiences; they are the result of state adaptation. An NHRI can act as a bridge between those who govern and those who are governed. It can guide the country towards a more democratic and human rights regime and enhance the nation’s reputation in the international arena. Respect for the human rights of others is the essence of social responsibility and of peoples’ mutual obligations, be it towards those to whom public services are provided or simply towards neighbours and family. Therein lies the issue of a culture of human rights. Thus the establishment of an NHRI similar to those in neighbouring countries will be an important step in this regard. The key elements of any such NHRI should be its independence and its non-political nature. The Paris Principles emphasize that NHRIs should be established with a constitutional or legislative mandate in order to safeguard their independence. They emphasize the need for competence and ‘as broad a mandate as possible’. Their responsibilities include giving advice to government, parliament and others, examining legislation and administrative measures for compliance with human rights standards, considering violations, preparing reports on human rights matters, reacting to events, plus teaching and research. Thus, the NHRI must establish a close, yet independent, relationship with government, if it is to have any influence over policy and government decisions. It is important that the UAE takes this initiative to join fully the international human rights culture, thus becoming part of an international community that is committed to upholding the highest standards of international human rights. An NHRI independent from government, and based on solid legal or constitutional foundations and capable of cooperating with civil society, the media, the NGOs/INGOs and the wider public is vital to the country. Its duties must include the provision of guidance to public authorities, as well as to private and voluntary bodies about their human rights obligations. It should monitor the level of respect shown on human rights and advise the government on the adequacy of existing laws and practices. The UAE is already committed to becoming a model for change in the region and to working as an active member of international community. It welcomes collaboration with other governments and international organizations that share the same vision of stemming the tide of fundamental freedom violations. The UAE strongly defends the United Nations mechanisms that promote the principles of the Universal Declaration of Human Rights. In tackling its human rights challenges, the UAE is resolute about improving its own record and contributing effectively at international level. This aspiration also stems from its cultural heritage and religious values, which enshrine justice, equality and tolerance. The establishment of an NHRI in the country will open new doors for the UAE. It will guide the country towards even greater success as well as greater respect in the international political forum. The time is right: the choice awaits. That’s the most important question that needs to be answered in Monday night’s foreign policy debate. Unfortunately for President Obama, there’s ample evidence that the answer is no. His administration killed Osama bin Laden, but the war on terror is still very much alive. And while the Benghazi attack has been getting most of the attention lately, it’s just the latest symptom of a much more systematic national security problem for this administration. Here are some questions that are indirectly related to Benghazi that would be interesting to raise at Monday’s debate. And since it’s never a good idea to ask a question at a debate that you don’t know the answer to, the answers to all of these are already known: Question One: Did you underestimate al-Qaeda’s Arabian Peninsula affiliate before the 2009 Christmas Day bombing attack? Answer: Yes. Obama’s counterterrorism advisor John Brennan surprised reporters when he referred to AQAP as “one of the most lethal, one of the most concerning” extensions of al-Qaeda at a press briefing two weeks after the attack, and noted that “They carried attacks against Prince Mohammed bin Nayef in Saudi Arabia, against Saudi targets, inside of Yemen, against Yemeni as well as against U.S. targets.” U.S. targets — and yet the Obama administration hadn’t even designated the group as a terrorist organization until after the failed attack. “We had a strategic sense of sort of where [al-Qaeda-Arabian Peninsula] were going, but we didn’t know they had progressed to the point of actually launching individuals here,” Brennan added. “And we have taken that lesson, and so now we’re all on top of it.” At least until the next attack. Question Two: Did you call the Christmas Day bomber an “isolated extremist” three days after the attack? Answer: Yes. Despite the fact that there was already evidence that showed Christmas Day bomber Umar Farouk Abdulmutallab had been training in Yemen weeks before the attack, and despite a statement from AQAP taking credit for the attack, President Obama called him an “isolated extremist” in his first public speech on the matter. “This incident, like several that have preceded it, demonstrates that an alert and courageous citizenry are far more resilient than an isolated extremist,” said Obama. It’s one thing for the president to say he wanted to wait for facts before making a definitive judgment on Abdulmutallab’s al-Qaeda ties. But Obama actually did make a definitive judgment — that Abdulmutallab was not affiliated with al-Qaeda, despite evidence to the contrary. Question Three: Did John Brennan admit before the U.S. attack that al-Qaeda’s Yemen affiliate was capable of attacking the homeland? Answer: Yes. In John Brennan’s January 2010 press conference, he said the Obama administration “saw the plot was developing, but at the time we did not know in fact that they were talking about sending Mr. Abdulmutallab to the United States.” Again, if they saw the plot developing, why had they not characterized AQAP as a threat to the country? Why was Obama so reluctant to say Abdulmutallab was tied to al-Qaeda? Question Four: Did you underestimate the Pakistani Taliban’s ability to attack the homeland prior to the Times Square bombing? Answer: Yes. The administration was caught flat-footed by the 2010 failed Times Square car bomb attack, which was carried out by a terrorist tied to the Tehrik-i-Taliban Pakistan (TTP). Until then the TTP was not widely regarded as a group that was capable of carrying out an attack on U.S. soil. And yet after the attack, Brennan told Fox News that the TTP was a significant threat that was “almost indistinguishable” from al-Qaeda. Question Five: Did you miss warning signs in 2009, when CIA officers were killed in a suicide attack by a double-agent? Answer: Yes. Seven CIA operatives were killed when a fake informant working for the Pakistani Taliban blew himself up inside a U.S. base in Afghanistan. A subsequent investigation found numerous red flags and intelligence breakdowns, including one CIA officer who had been warned about the informant weeks in advance, but hadn’t passed on the information. The investigation said that CIA officials may have ignored warning signs because they were desperate to find someone who could lead them to al-Qaeda leader Ayman al-Zawahiri. The U.S. can’t have eyes everywhere all the time, and there is always the possibility that a plot will be missed. But all of these incidents show that the Benghazi attack wasn’t an isolated lapse. The Obama administration has a pattern of intelligence breakdowns and missing clear signs prior to an attack. It also has a pattern of downplaying threats that may be politically harmful. This isn’t just a critique of past failings. There are implications here for the future. As Jeffrey Goldberg wrote yesterday: “Biden said [at the vice presidential debate] the U.S. would know if the Iranians had begun to manufacture a warhead. But the U.S. didn’t know its ambassador in Libya would be assassinated. It didn’t know that the World Trade Center would be attacked. American intelligence doesn’t know a lot of things. Such is the nature of intelligence. Biden’s sanguine approach to weaponization suggests either that he strayed far from Obama administration policy, or that the White House is more relaxed and confident about stopping Iran than it should be.” Can we rely on the Obama administration — the same administration that overlooked the threat from AQAP, dismissed the threat from the Pakistani Taliban, and ignored the multiple attacks on the U.S. consulate in Benghazi that led up to the 9/11/12 attack — to have a clear grasp of the Iranian nuclear threat? Preventing an Iranian bomb means that we’ll need to rely heavily on intelligence, something the Obama administration has not had a great track record of gathering, processing, or acting on for the past four years. Rothschild, who himself holds almost 12 percent in Bumi, also accused Tan and the Bakries of damaging Indonesia’s reputation. According to a weekend email seen by Reuters, Tan told the Bumi Plc board he would resign as chairman unless Rothschild was removed. Tan was supported by an independent non-executive director, former British diplomat Robin Renwick, who threatened to step down in a separate email also seen by Reuters. In his email, coal tycoon Tan accused Rothschild of “persistent disruptive” behavior. A spokesman for Rothschild said the comments on Tan were made on the basis of preliminary findings of the independent probe into the alleged irregularities in Indonesia, seen by the board last week. Renwick, for his part, said Rothschild had shown a “complete disregard for the principle of collective responsibility.” “What a disappointment Mr Nat Rothschild has been to us and all shareholders,” said Christopher Fong, Bakrie Group Senior Vice President. “This man has a lot to answer for, and now he has the audacity to say we have disgraced Indonesia.” Fong repeated the Bakries’ call for Rothschild to return all shares and other benefits received as commission for the venture now being taken apart. Tan could not be reached for comment and Renwick did not respond to a telephone call. Minority Shareholders Rothschild said in Monday’s letter that Tan, who borrowed heavily to fund his rescue of the Bakries, was not acting in the interests of minority shareholders in Bumi Plc and would receive more favorable treatment than smaller investors if the plan to dismantle the group went ahead. He said Tan, as a partner of the Bakries, would be reimbursed for his $1 billion, debt-funded investment at 10.91 pounds a share, against 4.30 pounds a share for other investors. The company’s stock is currently trading at 2.45 pounds. Tan said last week he expected to recover the amount initially invested but he did not give specific financial details of the kind mentioned by Rothschild. Bumi said its directors, which have appointed investment bank Rothschilds to do due diligence on the Bakrie proposal, were “unanimous” that a solution should be considered on a separation, after “irreconcilable differences” between the miner’s founders. “But they have not formed a view on value,” Nick von Schirnding, Head of Corporate Affairs at Bumi Plc, said. The probe on potential financial irregularities is due to conclude in the coming weeks. Indonesia’s powerful Bakrie family hit out at British tycoon Nathaniel Rothschild Tuesday after he resigned from the board of Bumi Plc saying he was a “threat to all shareholders” of the mining firm. In the latest saga of a row analysts say has attracted the attention of possible foreign investors in Indonesia, the Bakries said Rothschild should have quit earlier to avoid Bumi Plc’s stock price from plunging. “Mr. Rothschild is a threat to all shareholders who are fighting for the best interests of the company, and ultimately for themselves and the investors they represent,” Bakrie Group spokesman Chris Fong said. “There are no winners in this deal anymore, it’s pure damage control.” Rothschild’s resignation on Monday from Bumi, which he co-founded with the Bakries, came as its board considers a proposal by the Indonesian family to sever their ties with the company and buy its most productive Indonesian mines. The long-running power struggle has seen the London-listed firm’s shares slump more than 70 percent this year. At the heart of the dispute is a Rothschild-backed probe into alleged financial irregularities at the Bakrie-founded Bumi Resources, Indonesia’s largest coal miner, which is part-owned by Bumi Plc. Bumi Resources is among a string of companies owned by the family of Aburizal Bakrie, one of Indonesia’s wealthiest men and a likely candidate in presidential elections in 2014. The 65-year-old has businesses spanning coal, telecommunications to construction. But he is a highly divisive figure in Indonesia after one of his companies was linked to the triggering of a mud volcano near a gas drilling site in 2006. The Bakries have offered to give up their 23.8 percent stake in Bumi and pay about $1.2 billion for its mines, which would leave Bumi Plc with no assets other than the cash from the deal. In the resignation letter quoted by Dow Jones Newswires, Rothschild stated his vehement opposition to the Bakries’ proposal. He also said chairman Samin Tan appeared “determined to drive through the Bakries’ proposal”, a move he decried as a “disgrace” without first completing a probe into alleged financial irregularities at Bumi Resources. The 41--year--old scion of a European banking dynasty also expressed his determination to fight for the company’s investors from outside the board and said he regretted helping the Bakrie family list in London. The offer for the break-up from the Bakries followed an investigation order by the Bumi Plc board in September over “potential financial and other irregularities”, including a $637 million writedown of development funds and assets in Bumi Resources. Rothschild was ousted as co-chair of Bumi Plc in March after calling for a “radical clean-up” of the Indonesian firm. Analysts say the ugly battle has been carefully watched by potential foreign investors already wary of corruption and a lack of corporate governance in Indonesia. “It had been hoped that the listing of Bumi Plc in London would create a new ethos,” said Keith Loveard of Jakarta based consultancy firm Concord Consulting. “Regrettably the reverse has occurred,” he added. The Golkar Party on Monday said that the recent business saga surrounding companies belonging to the family of its chairman, Aburizal Bakrie, won’t hurt his bid to become its presidential candidate. “Business has nothing to do with [Aburizal’s] nomination. Golkar is sticking with nominating Ical,” Golkar politician Bambang Soesatyo said, referring to Aburizal by his nickname. Bakrie & Brothers, controlled by Aburizal, sold half of its stake in Bumi Plc last year to tycoons Nathaniel Rothschild and Samin Tan to help pay its $1.35 billion debt owed to Credit Suisse Group. Shares in the London-listed joint venture dropped as much as 88 percent last month after it announced an investigation into financial “irregularities” involving its Indonesian investments — Bumi Resources and Berau Coal Energy. The probe marked the height of a dispute between Rothschild and Indonesia’s prominent Bakrie family, which founded a palm oil plantation empire in 1942. Golkar politician Bambang said the debacle had done little to tarnish Aburizal’s political image, adding that the Golkar chairman only had a small stake in the joint venture. “So it will not affect [Aburizal’s] personal finance nor his family’s,” Bambang said. “There are ups and downs [in business], and for the Bakrie group, this is not the first storm or tsunami that they have [had] to face. But [such problems] are always overcome.” Another Golkar politician, Priyo Budi Santoso, said Aburizal was still one of the country’s most popular presidential candidates, citing recent surveys conducted by prominent polling groups that found him to be one of the leading nominees. The Indonesian Survey Circle on Monday listed Aburizal and former president Megawati Sukarnoputri as the frontrunners for the 2014 presidential election. “We are ready to give our best, even [if it is] a head-to-head battle between Ical and Megawati,” he said. “We will follow [all political] dynamics. We won’t pat ourselves on the back or ignore [this survey].” Priyo, a House of Representatives deputy speaker, noted that the landscape for the presidential race was not yet clear because the ruling Democratic Party has yet to announce its nominee. The party’s founder, President Susilo Bambang Yudhoyono, will not be eligible to run in 2014. Analysts have long speculated on who his successor might be, pointing to the lack of prominent political figures inside the party. Rothschild and Tan have both maintained that their relationships with Bakrie are fine, but business sources in September claimed that Samin was unhappy with the market value of his shares in Bumi Plc, which had slumped from $1 billion to around $140 million. The sources also claimed that Rothschild, owner of almost 12 percent of Bumi Plc, wanted to make Samin an ally in controlling the company. It is a great privilege to be here at an Institution that has done so much for our nation, both in war and in peace. For more than 170 years, VMI has done more than educate students. It has guided their transformation into citizens, and warriors, and leaders. VMI graduates have served with honor in our nation’s defense, just as many are doing today in Afghanistan and other lands. Since the September 11th attacks, many of VMI’s sons and daughters have defended America, and I mourn with you the 15 brave souls who have been lost. I join you in praying for the many VMI graduates and all Americans who are now serving in harm’s way. May God bless all who serve, and all who have served. Of all the VMI graduates, none is more distinguished than George Marshall—the Chief of Staff of the Army who became Secretary of State and Secretary of Defense, who helped to vanquish fascism and then planned Europe’s rescue from despair. His commitment to peace was born of his direct knowledge of the awful costs and consequences of war. General Marshall once said, “The only way human beings can win a war is to prevent it.” Those words were true in his time—and they still echo in ours. Last month, our nation was attacked again. A U.S. Ambassador and three of our fellow Americans are dead—murdered in Benghazi, Libya. Among the dead were three veterans. All of them were fine men, on a mission of peace and friendship to a nation that dearly longs for both. President Obama has said that Ambassador Chris Stevens and his colleagues represented the best of America. And he is right. We all mourn their loss. The attacks against us in Libya were not an isolated incident. They were accompanied by anti-American riots in nearly two dozen other countries, mostly in the Middle East, but also in Africa and Asia. Our embassies have been attacked. Our flag has been burned. Many of our citizens have been threatened and driven from their overseas homes by vicious mobs, shouting “Death to America.” These mobs hoisted the black banner of Islamic extremism over American embassies on the anniversary of the September 11th attacks. As the dust settles, as the murdered are buried, Americans are asking how this happened, how the threats we face have grown so much worse, and what this calls on America to do. These are the right questions. And I have come here today to offer a larger perspective on these tragic recent events—and to share with you, and all Americans, my vision for a freer, more prosperous, and more peaceful world. The attacks on America last month should not be seen as random acts. They are expressions of a larger struggle that is playing out across the broader Middle East—a region that is now in the midst of the most profound upheaval in a century. And the fault lines of this struggle can be seen clearly in Benghazi itself. The attack on our Consulate in Benghazi on September 11th, 2012 was likely the work of forces affiliated with those that attacked our homeland on September 11th, 2001. This latest assault cannot be blamed on a reprehensible video insulting Islam, despite the Administration’s attempts to convince us of that for so long. No, as the Administration has finally conceded, these attacks were the deliberate work of terrorists who use violence to impose their dark ideology on others, especially women and girls; who are fighting to control much of the Middle East today; and who seek to wage perpetual war on the West. We saw all of this in Benghazi last month—but we also saw something else, something hopeful. After the attack on our Consulate, tens of thousands of Libyans, most of them young people, held a massive protest in Benghazi against the very extremists who murdered our people. They waved signs that read, “The Ambassador was Libya’s friend” and “Libya is sorry.” They chanted “No to militias.” They marched, unarmed, to the terrorist compound. Then they burned it to the ground. As one Libyan woman said, “We are not going to go from darkness to darkness.” This is the struggle that is now shaking the entire Middle East to its foundation. It is the struggle of millions and millions of people—men and women, young and old, Muslims, Christians and non-believers—all of whom have had enough of the darkness. It is a struggle for the dignity that comes with freedom, and opportunity, and the right to live under laws of our own making. It is a struggle that has unfolded under green banners in the streets of Iran, in the public squares of Tunisia and Egypt and Yemen, and in the fights for liberty in Iraq, and Afghanistan, and Libya, and now Syria. In short, it is a struggle between liberty and tyranny, justice and oppression, hope and despair. We have seen this struggle before. It would be familiar to George Marshall. In his time, in the ashes of world war, another critical part of the world was torn between democracy and despotism. Fortunately, we had leaders of courage and vision, both Republicans and Democrats, who knew that America had to support friends who shared our values, and prevent today’s crises from becoming tomorrow’s conflicts. Statesmen like Marshall rallied our nation to rise to its responsibilities as the leader of the free world. We helped our friends to build and sustain free societies and free markets. We defended our friends, and ourselves, from our common enemies. We led. And though the path was long and uncertain, the thought of war in Europe is as inconceivable today as it seemed inevitable in the last century. This is what makes America exceptional: It is not just the character of our country—it is the record of our accomplishments. America has a proud history of strong, confident, principled global leadership—a history that has been written by patriots of both parties. That is America at its best. And it is the standard by which we measure every President, as well as anyone who wishes to be President. Unfortunately, this President’s policies have not been equal to our best examples of world leadership. And nowhere is this more evident than in the Middle East. I want to be very clear: The blame for the murder of our people in Libya, and the attacks on our embassies in so many other countries, lies solely with those who carried them out—no one else. But it is the responsibility of our President to use America’s great power to shape history—not to lead from behind, leaving our destiny at the mercy of events. Unfortunately, that is exactly where we find ourselves in the Middle East under President Obama. The relationship between the President of the United States and the Prime Minister of Israel, our closest ally in the region, has suffered great strains. The President explicitly stated that his goal was to put “daylight” between the United States and Israel. And he has succeeded. This is a dangerous situation that has set back the hope of peace in the Middle East and emboldened our mutual adversaries, especially Iran. Iran today has never been closer to a nuclear weapons capability. It has never posed a greater danger to our friends, our allies, and to us. And it has never acted less deterred by America, as was made clear last year when Iranian agents plotted to assassinate the Saudi Ambassador in our nation’s capital. And yet, when millions of Iranians took to the streets in June of 2009, when they demanded freedom from a cruel regime that threatens the world, when they cried out, “Are you with us, or are you with them?”—the American President was silent. Across the greater Middle East, as the joy born from the downfall of dictators has given way to the painstaking work of building capable security forces, and growing economies, and developing democratic institutions, the President has failed to offer the tangible support that our partners want and need. In Iraq, the costly gains made by our troops are being eroded by rising violence, a resurgent Al-Qaeda, the weakening of democracy in Baghdad, and the rising influence of Iran. And yet, America’s ability to influence events for the better in Iraq has been undermined by the abrupt withdrawal of our entire troop presence. The President tried—and failed—to secure a responsible and gradual drawdown that would have better secured our gains. The President has failed to lead in Syria, where more than 30,000 men, women, and children have been massacred by the Assad regime over the past 20 months. Violent extremists are flowing into the fight. Our ally Turkey has been attacked. And the conflict threatens stability in the region. America can take pride in the blows that our military and intelligence professionals have inflicted on Al-Qaeda in Pakistan and Afghanistan, including the killing of Osama bin Laden. These are real achievements won at a high cost. But Al-Qaeda remains a strong force in Yemen and Somalia, in Libya and other parts of North Africa, in Iraq, and now in Syria. And other extremists have gained ground across the region. Drones and the modern instruments of war are important tools in our fight, but they are no substitute for a national security strategy for the Middle East. The President is fond of saying that “The tide of war is receding.” And I want to believe him as much as anyone. But when we look at the Middle East today—with Iran closer than ever to nuclear weapons capability, with the conflict in Syria threating [sic] to destabilize the region, with violent extremists on the march, and with an American Ambassador and three others dead likely at the hands of Al-Qaeda affiliates— it is clear that the risk of conflict in the region is higher now than when the President took office. I know the President hopes for a safer, freer, and a more prosperous Middle East allied with the United States. I share this hope. But hope is not a strategy. We cannot support our friends and defeat our enemies in the Middle East when our words are not backed up by deeds, when our defense spending is being arbitrarily and deeply cut, when we have no trade agenda to speak of, and the perception of our strategy is not one of partnership, but of passivity. The greater tragedy of it all is that we are missing an historic opportunity to win new friends who share our values in the Middle East—friends who are fighting for their own futures against the very same violent extremists, and evil tyrants, and angry mobs who seek to harm us. Unfortunately, so many of these people who could be our friends feel that our President is indifferent to their quest for freedom and dignity. As one Syrian woman put it, “We will not forget that you forgot about us.” It is time to change course in the Middle East. That course should be organized around these bedrock principles: America must have confidence in our cause, clarity in our purpose and resolve in our might. No friend of America will question our commitment to support them… no enemy that attacks America will question our resolve to defeat them… and no one anywhere, friend or foe, will doubt America’s capability to back up our words. I will put the leaders of Iran on notice that the United States and our friends and allies will prevent them from acquiring nuclear weapons capability. I will not hesitate to impose new sanctions on Iran, and will tighten the sanctions we currently have. I will restore the permanent presence of aircraft carrier task forces in both the Eastern Mediterranean and the Gulf region—and work with Israel to increase our military assistance and coordination. For the sake of peace, we must make clear to Iran through actions—not just words—that their nuclear pursuit will not be tolerated. I will reaffirm our historic ties to Israel and our abiding commitment to its security—the world must never see any daylight between our two nations. I will deepen our critical cooperation with our partners in the Gulf. And I will roll back President Obama’s deep and arbitrary cuts to our national defense that would devastate our military. I will make the critical defense investments that we need to remain secure. The decisions we make today will determine our ability to protect America tomorrow. The first purpose of a strong military is to prevent war. The size of our Navy is at levels not seen since 1916. I will restore our Navy to the size needed to fulfill our missions by building 15 ships per year, including three submarines. I will implement effective missile defenses to protect against threats. And on this, there will be no flexibility with Vladimir Putin. And I will call on our NATO allies to keep the greatest military alliance in history strong by honoring their commitment to each devote 2 percent of their GDP to security spending. Today, only 3 of the 28 NATO nations meet this benchmark. I will make further reforms to our foreign assistance to create incentives for good governance, free enterprise, and greater trade, in the Middle East and beyond. I will organize all assistance efforts in the greater Middle East under one official with responsibility and accountability to prioritize efforts and produce results. I will rally our friends and allies to match our generosity with theirs. And I will make it clear to the recipients of our aid that, in return for our material support, they must meet the responsibilities of every decent modern government—to respect the rights of all of their citizens, including women and minorities… to ensure space for civil society, a free media, political parties, and an independent judiciary… and to abide by their international commitments to protect our diplomats and our property. I will champion free trade and restore it as a critical element of our strategy, both in the Middle East and across the world. The President has not signed one new free trade agreement in the past four years. I will reverse that failure. I will work with nations around the world that are committed to the principles of free enterprise, expanding existing relationships and establishing new ones. I will support friends across the Middle East who share our values, but need help defending them and their sovereignty against our common enemies. In Libya, I will support the Libyan people’s efforts to forge a lasting government that represents all of them, and I will vigorously pursue the terrorists who attacked our consulate in Benghazi and killed Americans. In Egypt, I will use our influence—including clear conditions on our aid—to urge the new government to represent all Egyptians, to build democratic institutions, and to maintain its peace treaty with Israel. And we must persuade our friends and allies to place similar stipulations on their aid. In Syria, I will work with our partners to identify and organize those members of the opposition who share our values and ensure they obtain the arms they need to defeat Assad’s tanks, helicopters, and fighter jets. Iran is sending arms to Assad because they know his downfall would be a strategic defeat for them. We should be working no less vigorously with our international partners to support the many Syrians who would deliver that defeat to Iran—rather than sitting on the sidelines. It is essential that we develop influence with those forces in Syria that will one day lead a country that sits at the heart of the Middle East. And in Afghanistan, I will pursue a real and successful transition to Afghan security forces by the end of 2014. President Obama would have you believe that anyone who disagrees with his decisions in Afghanistan is arguing for endless war. But the route to more war – and to potential attacks here at home – is a politically timed retreat that abandons the Afghan people to the same extremists who ravaged their country and used it to launch the attacks of 9/11. I will evaluate conditions on the ground and weigh the best advice of our military commanders. And I will affirm that my duty is not to my political prospects, but to the security of the nation. Finally, I will recommit America to the goal of a democratic, prosperous Palestinian state living side by side in peace and security with the Jewish state of Israel. On this vital issue, the President has failed, and what should be a negotiation process has devolved into a series of heated disputes at the United Nations. In this old conflict, as in every challenge we face in the Middle East, only a new President will bring the chance to begin anew. There is a longing for American leadership in the Middle East—and it is not unique to that region. It is broadly felt by America’s friends and allies in other parts of the world as well— in Europe, where Putin’s Russia casts a long shadow over young democracies, and where our oldest allies have been told we are “pivoting” away from them … in Asia and across the Pacific, where China’s recent assertiveness is sending chills through the region … and here in our own hemisphere, where our neighbors in Latin America want to resist the failed ideology of Hugo Chavez and the Castro brothers and deepen ties with the United States on trade, energy, and security. But in all of these places, just as in the Middle East, the question is asked: “Where does America stand?” I know many Americans are asking a different question: “Why us?” I know many Americans are asking whether our country today—with our ailing economy, and our massive debt, and after 11 years at war—is still capable of leading. I believe that if America does not lead, others will—others who do not share our interests and our values—and the world will grow darker, for our friends and for us. America’s security and the cause of freedom cannot afford four more years like the last four years. I am running for President because I believe the leader of the free world has a duty, to our citizens, and to our friends everywhere, to use America’s great influence—wisely, with solemnity and without false pride, but also firmly and actively—to shape events in ways that secure our interests, further our values, prevent conflict, and make the world better—not perfect, but better. Our friends and allies across the globe do not want less American leadership. They want more—more of our moral support, more of our security cooperation, more of our trade, and more of our assistance in building free societies and thriving economies. So many people across the world still look to America as the best hope of humankind. So many people still have faith in America. We must show them that we still have faith in ourselves—that we have the will and the wisdom to revive our stagnant economy, to roll back our unsustainable debt, to reform our government, to reverse the catastrophic cuts now threatening our national defense, to renew the sources of our great power, and to lead the course of human events. Sir Winston Churchill once said of George Marshall: “He … always fought victoriously against defeatism, discouragement, and disillusion.” That is the role our friends want America to play again. And it is the role we must play. The 21st century can and must be an American century. It began with terror, war, and economic calamity. It is our duty to steer it onto the path of freedom, peace, and prosperity. The torch America carries is one of decency and hope. It is not America’s torch alone. But it is America’s duty – and honor – to hold it high enough that the entire world can see its light. Thank you, God bless you, and God bless the United States of America." I appreciate your invitation to be with you today at the Virginia Military Institute. It is a great privilege to be here at an Institution that has done so much for our nation, both in war and in peace. For more than 170 years, VMI has done more than educate students. It has guided their transformation into citizens, and warriors, and leaders. VMI graduates have served with honor in our nation’s defense, just as many are doing today in Afghanistan and other lands. Since the September 11th attacks, many of VMI’s sons and daughters have defended America, and I mourn with you the 15 brave souls who have been lost. I join you in praying for the many VMI graduates and all Americans who are now serving in harm’s way. May God bless all who serve, and all who have served. Of all the VMI graduates, none is more distinguished than George Marshall—the Chief of Staff of the Army who became Secretary of State and Secretary of Defense, who helped to vanquish fascism and then planned Europe’s rescue from despair. His commitment to peace was born of his direct knowledge of the awful costs and consequences of war. General Marshall once said, “The only way human beings can win a war is to prevent it.” Those words were true in his time—and they still echo in ours. Last month, our nation was attacked again. A U.S. Ambassador and three of our fellow Americans are dead—murdered in Benghazi, Libya. Among the dead were three veterans. All of them were fine men, on a mission of peace and friendship to a nation that dearly longs for both. President Obama has said that Ambassador Chris Stevens and his colleagues represented the best of America. And he is right. We all mourn their loss. The attacks against us in Libya were not an isolated incident. They were accompanied by anti-American riots in nearly two dozen other countries, mostly in the Middle East, but also in Africa and Asia. Our embassies have been attacked. Our flag has been burned. Many of our citizens have been threatened and driven from their overseas homes by vicious mobs, shouting “Death to America.” These mobs hoisted the black banner of Islamic extremism over American embassies on the anniversary of the September 11th attacks. As the dust settles, as the murdered are buried, Americans are asking how this happened, how the threats we face have grown so much worse, and what this calls on America to do. These are the right questions. And I have come here today to offer a larger perspective on these tragic recent events—and to share with you, and all Americans, my vision for a freer, more prosperous, and more peaceful world. The attacks on America last month should not be seen as random acts. They are expressions of a larger struggle that is playing out across the broader Middle East—a region that is now in the midst of the most profound upheaval in a century. And the fault lines of this struggle can be seen clearly in Benghazi itself. The attack on our Consulate in Benghazi on September 11th, 2012 was likely the work of forces affiliated with those that attacked our homeland on September 11th, 2001. This latest assault cannot be blamed on a reprehensible video insulting Islam, despite the Administration’s attempts to convince us of that for so long. No, as the Administration has finally conceded, these attacks were the deliberate work of terrorists who use violence to impose their dark ideology on others, especially women and girls; who are fighting to control much of the Middle East today; and who seek to wage perpetual war on the West. We saw all of this in Benghazi last month—but we also saw something else, something hopeful. After the attack on our Consulate, tens of thousands of Libyans, most of them young people, held a massive protest in Benghazi against the very extremists who murdered our people. They waved signs that read, “The Ambassador was Libya’s friend” and “Libya is sorry.” They chanted “No to militias.” They marched, unarmed, to the terrorist compound. Then they burned it to the ground. As one Libyan woman said, “We are not going to go from darkness to darkness.” This is the struggle that is now shaking the entire Middle East to its foundation. It is the struggle of millions and millions of people—men and women, young and old, Muslims, Christians and non-believers—all of whom have had enough of the darkness. It is a struggle for the dignity that comes with freedom, and opportunity, and the right to live under laws of our own making. It is a struggle that has unfolded under green banners in the streets of Iran, in the public squares of Tunisia and Egypt and Yemen, and in the fights for liberty in Iraq, and Afghanistan, and Libya, and now Syria. In short, it is a struggle between liberty and tyranny, justice and oppression, hope and despair. We have seen this struggle before. It would be familiar to George Marshall. In his time, in the ashes of world war, another critical part of the world was torn between democracy and despotism. Fortunately, we had leaders of courage and vision, both Republicans and Democrats, who knew that America had to support friends who shared our values, and prevent today’s crises from becoming tomorrow’s conflicts. Statesmen like Marshall rallied our nation to rise to its responsibilities as the leader of the free world. We helped our friends to build and sustain free societies and free markets. We defended our friends, and ourselves, from our common enemies. We led. And though the path was long and uncertain, the thought of war in Europe is as inconceivable today as it seemed inevitable in the last century. This is what makes America exceptional: It is not just the character of our country—it is the record of our accomplishments. America has a proud history of strong, confident, principled global leadership—a history that has been written by patriots of both parties. That is America at its best. And it is the standard by which we measure every President, as well as anyone who wishes to be President. Unfortunately, this President’s policies have not been equal to our best examples of world leadership. And nowhere is this more evident than in the Middle East. I want to be very clear: The blame for the murder of our people in Libya, and the attacks on our embassies in so many other countries, lies solely with those who carried them out—no one else. But it is the responsibility of our President to use America’s great power to shape history—not to lead from behind, leaving our destiny at the mercy of events. Unfortunately, that is exactly where we find ourselves in the Middle East under President Obama. The relationship between the President of the United States and the Prime Minister of Israel, our closest ally in the region, has suffered great strains. The President explicitly stated that his goal was to put “daylight” between the United States and Israel. And he has succeeded. This is a dangerous situation that has set back the hope of peace in the Middle East and emboldened our mutual adversaries, especially Iran. Iran today has never been closer to a nuclear weapons capability. It has never posed a greater danger to our friends, our allies, and to us. And it has never acted less deterred by America, as was made clear last year when Iranian agents plotted to assassinate the Saudi Ambassador in our nation’s capital. And yet, when millions of Iranians took to the streets in June of 2009, when they demanded freedom from a cruel regime that threatens the world, when they cried out, “Are you with us, or are you with them?”—the American President was silent. Across the greater Middle East, as the joy born from the downfall of dictators has given way to the painstaking work of building capable security forces, and growing economies, and developing democratic institutions, the President has failed to offer the tangible support that our partners want and need. In Iraq, the costly gains made by our troops are being eroded by rising violence, a resurgent Al-Qaeda, the weakening of democracy in Baghdad, and the rising influence of Iran. And yet, America’s ability to influence events for the better in Iraq has been undermined by the abrupt withdrawal of our entire troop presence. The President tried—and failed—to secure a responsible and gradual drawdown that would have better secured our gains. The President has failed to lead in Syria, where more than 30,000 men, women, and children have been massacred by the Assad regime over the past 20 months. Violent extremists are flowing into the fight. Our ally Turkey has been attacked. And the conflict threatens stability in the region. America can take pride in the blows that our military and intelligence professionals have inflicted on Al-Qaeda in Pakistan and Afghanistan, including the killing of Osama bin Laden. These are real achievements won at a high cost. But Al-Qaeda remains a strong force in Yemen and Somalia, in Libya and other parts of North Africa, in Iraq, and now in Syria. And other extremists have gained ground across the region. Drones and the modern instruments of war are important tools in our fight, but they are no substitute for a national security strategy for the Middle East. The President is fond of saying that “The tide of war is receding.” And I want to believe him as much as anyone. But when we look at the Middle East today—with Iran closer than ever to nuclear weapons capability, with the conflict in Syria threating [sic] to destabilize the region, with violent extremists on the march, and with an American Ambassador and three others dead likely at the hands of Al-Qaeda affiliates— it is clear that the risk of conflict in the region is higher now than when the President took office. I know the President hopes for a safer, freer, and a more prosperous Middle East allied with the United States. I share this hope. But hope is not a strategy. We cannot support our friends and defeat our enemies in the Middle East when our words are not backed up by deeds, when our defense spending is being arbitrarily and deeply cut, when we have no trade agenda to speak of, and the perception of our strategy is not one of partnership, but of passivity. The greater tragedy of it all is that we are missing an historic opportunity to win new friends who share our values in the Middle East—friends who are fighting for their own futures against the very same violent extremists, and evil tyrants, and angry mobs who seek to harm us. Unfortunately, so many of these people who could be our friends feel that our President is indifferent to their quest for freedom and dignity. As one Syrian woman put it, “We will not forget that you forgot about us.” It is time to change course in the Middle East. That course should be organized around these bedrock principles: America must have confidence in our cause, clarity in our purpose and resolve in our might. No friend of America will question our commitment to support them… no enemy that attacks America will question our resolve to defeat them… and no one anywhere, friend or foe, will doubt America’s capability to back up our words. I will put the leaders of Iran on notice that the United States and our friends and allies will prevent them from acquiring nuclear weapons capability. I will not hesitate to impose new sanctions on Iran, and will tighten the sanctions we currently have. I will restore the permanent presence of aircraft carrier task forces in both the Eastern Mediterranean and the Gulf region—and work with Israel to increase our military assistance and coordination. For the sake of peace, we must make clear to Iran through actions—not just words—that their nuclear pursuit will not be tolerated. I will reaffirm our historic ties to Israel and our abiding commitment to its security—the world must never see any daylight between our two nations. I will deepen our critical cooperation with our partners in the Gulf. And I will roll back President Obama’s deep and arbitrary cuts to our national defense that would devastate our military. I will make the critical defense investments that we need to remain secure. The decisions we make today will determine our ability to protect America tomorrow. The first purpose of a strong military is to prevent war. The size of our Navy is at levels not seen since 1916. I will restore our Navy to the size needed to fulfill our missions by building 15 ships per year, including three submarines. I will implement effective missile defenses to protect against threats. And on this, there will be no flexibility with Vladimir Putin. And I will call on our NATO allies to keep the greatest military alliance in history strong by honoring their commitment to each devote 2 percent of their GDP to security spending. Today, only 3 of the 28 NATO nations meet this benchmark. I will make further reforms to our foreign assistance to create incentives for good governance, free enterprise, and greater trade, in the Middle East and beyond. I will organize all assistance efforts in the greater Middle East under one official with responsibility and accountability to prioritize efforts and produce results. I will rally our friends and allies to match our generosity with theirs. And I will make it clear to the recipients of our aid that, in return for our material support, they must meet the responsibilities of every decent modern government—to respect the rights of all of their citizens, including women and minorities… to ensure space for civil society, a free media, political parties, and an independent judiciary… and to abide by their international commitments to protect our diplomats and our property. I will champion free trade and restore it as a critical element of our strategy, both in the Middle East and across the world. The President has not signed one new free trade agreement in the past four years. I will reverse that failure. I will work with nations around the world that are committed to the principles of free enterprise, expanding existing relationships and establishing new ones. I will support friends across the Middle East who share our values, but need help defending them and their sovereignty against our common enemies. In Libya, I will support the Libyan people’s efforts to forge a lasting government that represents all of them, and I will vigorously pursue the terrorists who attacked our consulate in Benghazi and killed Americans. In Egypt, I will use our influence—including clear conditions on our aid—to urge the new government to represent all Egyptians, to build democratic institutions, and to maintain its peace treaty with Israel. And we must persuade our friends and allies to place similar stipulations on their aid. In Syria, I will work with our partners to identify and organize those members of the opposition who share our values and ensure they obtain the arms they need to defeat Assad’s tanks, helicopters, and fighter jets. Iran is sending arms to Assad because they know his downfall would be a strategic defeat for them. We should be working no less vigorously with our international partners to support the many Syrians who would deliver that defeat to Iran—rather than sitting on the sidelines. It is essential that we develop influence with those forces in Syria that will one day lead a country that sits at the heart of the Middle East. And in Afghanistan, I will pursue a real and successful transition to Afghan security forces by the end of 2014. President Obama would have you believe that anyone who disagrees with his decisions in Afghanistan is arguing for endless war. But the route to more war – and to potential attacks here at home – is a politically timed retreat that abandons the Afghan people to the same extremists who ravaged their country and used it to launch the attacks of 9/11. I will evaluate conditions on the ground and weigh the best advice of our military commanders. And I will affirm that my duty is not to my political prospects, but to the security of the nation. Finally, I will recommit America to the goal of a democratic, prosperous Palestinian state living side by side in peace and security with the Jewish state of Israel. On this vital issue, the President has failed, and what should be a negotiation process has devolved into a series of heated disputes at the United Nations. In this old conflict, as in every challenge we face in the Middle East, only a new President will bring the chance to begin anew. There is a longing for American leadership in the Middle East—and it is not unique to that region. It is broadly felt by America’s friends and allies in other parts of the world as well— in Europe, where Putin’s Russia casts a long shadow over young democracies, and where our oldest allies have been told we are “pivoting” away from them … in Asia and across the Pacific, where China’s recent assertiveness is sending chills through the region … and here in our own hemisphere, where our neighbors in Latin America want to resist the failed ideology of Hugo Chavez and the Castro brothers and deepen ties with the United States on trade, energy, and security. But in all of these places, just as in the Middle East, the question is asked: “Where does America stand?” I know many Americans are asking a different question: “Why us?” I know many Americans are asking whether our country today—with our ailing economy, and our massive debt, and after 11 years at war—is still capable of leading. I believe that if America does not lead, others will—others who do not share our interests and our values—and the world will grow darker, for our friends and for us. America’s security and the cause of freedom cannot afford four more years like the last four years. I am running for President because I believe the leader of the free world has a duty, to our citizens, and to our friends everywhere, to use America’s great influence—wisely, with solemnity and without false pride, but also firmly and actively—to shape events in ways that secure our interests, further our values, prevent conflict, and make the world better—not perfect, but better. Our friends and allies across the globe do not want less American leadership. They want more—more of our moral support, more of our security cooperation, more of our trade, and more of our assistance in building free societies and thriving economies. So many people across the world still look to America as the best hope of humankind. So many people still have faith in America. We must show them that we still have faith in ourselves—that we have the will and the wisdom to revive our stagnant economy, to roll back our unsustainable debt, to reform our government, to reverse the catastrophic cuts now threatening our national defense, to renew the sources of our great power, and to lead the course of human events. Sir Winston Churchill once said of George Marshall: “He … always fought victoriously against defeatism, discouragement, and disillusion.” That is the role our friends want America to play again. And it is the role we must play. The 21st century can and must be an American century. It began with terror, war, and economic calamity. It is our duty to steer it onto the path of freedom, peace, and prosperity. The torch America carries is one of decency and hope. It is not America’s torch alone. But it is America’s duty – and honor – to hold it high enough that the entire world can see its light. Thank you, God bless you, and God bless the United States of America." It all started when Yolande Zauberman and her partner in life and work, Selim Nassib, began to work on a screenplay of Nassib’s novel, The Palestinian Lover, which tells the story of an alleged, passionate affair between Golda Meirand a rich Arab banker in thenBritish-administered Palestine. As the unfathomable thought of this affair whirled around, Zauberman decided to go to Israel and ask Jewsthe most daring question of all: Would you have sex with an Arab? The couple reversed the question for Israeli Arabs. They avoided posing the question to the most extreme in either camp, though. In fact, Zauberman says she deliberately chose to test Israel’s liberal scene to see how progressive it really is. The camera takes viewers through Tel Aviv’s night scene — a bubble within Israel’s largest city, which is in and of itself referred to as “the bubble”— as the couple catches people off-guard with their explosive question. Al-Monitor sat down with Zauberman and Nassib in Paris. The film, which opened in France, will be shown in several European countries and in the United States later this year. Watch the trailer here. Read the full interview. Al-Monitor: Why did you do this film? Zauberman: We were writing a script on Golda Meir’s love affair with a Palestinian. The grandson of the Palestinian lover told the story. This was a secret of course, a shameful secret to have slept with the enemy for Palestinians. Whereas in Israel, I found out it was completely impossible to even fathom, even if everybody knew Golda Meir had many lovers. The impossibility to even imagine it was true; this asymmetry really caught my attention. Plus, I had been trying to do a film on Arab-Israelis for the past 15 years. I had sort of given up and then I came up with the idea of the documentary. I soon realized that it created a space for people to revisit everything they believed when they had to express what they really felt. Al-Monitor: You chose to speak toIsraeli Jews and Israeli Arabs, why? Zauberman: I have always thought that enemies are couples and that in a way they are linked. Arab Israelis [who account for more than 20% of Israel’s population] are in an impossible situation. Look at the way they are perceived in Arab countries: as traitors and sell-outs. And in Israel, they don’t even exist or are forever suspicious. It is a schizophrenic situation. They are in a most difficult situation, it is true, but also in a fascinating one because they are the closest [to Israeli Jews]. The day there is peace, this community will play a major role because they know Israeli Jews quite well, which is not true the other way around. They go to the same universities, the same hospitals, they were afraid of the same bombs when buses were being attacked in the early 2000s. Israeli Arabs are becoming Sabras too [the term used for Jews born in Israel], they are becoming Israelis. Al-Monitor: How did you choose the people you talked to? Zauberman: Most of the people we talked to we didn’t know. We met them through friends, or in nightclubs, never on the street. This film is not a voxpop. Al-Monitor: How could you tell who was Jewish and who was Arab? Zauberman: We didn’t always know at first, especially when it comes to teenagers; they look and dress the same. We knew eventually because we talked to them before filming. Also we discovered that Israeli Arabs and Jews know who is who, not necessarily from the way they look physically, but from the way they dress, behave, the bars and the clubs they hang out in. Al-Monitor: A young Israeli Jewishwoman in your film says that when she slept with her Israeli Arab boyfriend she felt she was “making love to an entire people” though it was the most “anti-erotic” moment in her life. It seems there is no room for simple love or sex between Israeli Arabs and Jews. Or is there? Zauberman: Well it is changing, I think, in the younger generation. It is true that it is not entirely neutral. But I will take the example of the Bride of Palestine [a transvestite, Palestinian drag queen] who just visited us in Paris with her new boyfriend, an Israeli Jew. I asked the Jewish boyfriend how his family was taking it and he told me that since his sister had a relationship with an Arab before — which enraged her family — his parents were now used to it. Al-Monitor: Don’t you think the gay community is different in the sense that they have always been in the vanguard of change anyway? Zauberman: Surely. They have broken so many boundaries already that they don’t care about religion or citizenship. But I want to insist that this film is not about sex, it is about the ability to give the “other” a face. The moment you ask this question, the “other” takes on a human shape, has a face. The question is then “is this other, his or her face desirable?” Al-Monitor: The Israeli Jewish journalist Gideon Levy who is known for his pro-peace and pro-Palestinian stance says something quite terrible in your film — that unlike in other conflicts where rape is used a weapon, there is no case of Israeli soldiers raping Palestinian women because they have been dehumanized to such an extent that they cannot be objects of desire. Zauberman: I don’t really agree with him. I don’t think that raping a woman has anything to do with humanizing her. I think in fact Palestinian Arab women are not raped because there is an incestuous relation between them and Israeli Jews, as if they were standing before their mother or sister. Nassib: I think it is because they [Arabs] are not meant to be on this land. You cannot rape or make love to a ghost. Zionist history was founded on the myth of “a land without a people for a people without a land.” If there is someone, it becomes a terrible contradiction. The impossibility for most therefore of saying “yes, I slept with an Arab” also comes from that. In the film, there is an Arab girl who says, “it is forbidden” and for the Jewish side, it is akin to the end of the world because they are in Israel to build a Jewish state and to have Jewish children. Al-Monitor: You chose to interview really atypical characters, very liberal for the most part. Why? Zauberman: True. We talked to the fringe of the fringe. Because I wanted to know how open-minded people who seem open-minded really are. I am not interested to show how close-minded people are! My approach is not a demonstration but research; there is no scientific value to this work. But I think I am showing something that hasn’t been shown before: is there any possible desire, is there any possibility to see the other’s face? And we realize that even among the most open-minded people, it is not as simple. But then they start thinking and realize that what seemed impossible might in fact be possible. Al-Monitor: An Israeli Arab girl admits to falling madly in love with an Israeli Jew but says she never allowed herself to be in a relationship. Later in the film, it slips out that she in fact had something with him. Zauberman: Absolutely. She ends up saying it. Nassib: We never asked them the question before the camera was on. So the first time they heard the question is when they appeared on camera. So they were forced to think and rethink about what they said. And you can see when they are, it is really moving. They know what they think about Arabs or Jews as a group, in general, but in the realm of intimacy, when it comes to them individually they don’t immediately. Zauberman: When this Israeli Arab girl says “I hate them” talking about Jews, later in the film she says Arabs should learn more about Israel and that it is a great civilization. Al-Monitor: Do you think you actually contributed to having people rethink their biases? Zauberman: Yes, possibly. We have one scene in the film where Israeli Jews and Arabs are sitting together. They knew one another from before but they really insisted on having coffee together and brought along other friends, enlarging the circle. We were invited, and filmed. Al-Monitor: You have children of mixed couples in your film. Tell me more about them? Zauberman: In one family, the Jewish and Arab grandparents married during the British mandate [1923-1948] and one generation after the next, their offspring said “well, there will be peace when our children grow up.” It is difficult for the children. Al-Monitor: You dedicated this film to the memory of Juliano Mer-Khamis, the son of an Israeli Jewish woman and a Palestinian Christian man, and an acclaimed actor and director who was assassinated in 2011 on the West Bank. How hopeful is your message? Zauberman: His position was difficult, he was a warrior. Of course [his death] is sad, but what a legacy he left behind! What he created can be revisited, he created bridges. I could have also dedicated this film to the kids we interviewed, they were beautiful, simple. What I find most moving in the film is their honesty. Not one of them tried to come across as “cooler” than they really are. Al-Monitor: Still Mer-Khamis’ tragedy shows that the road to tolerance is very long, and that children of Arab and Jewish descent can be killed over just that. Nassib: That’s what he said himself, that it is dangerous to be a free spirit, a loose cannon. That he had to reinvent himself every single day. His message was not naïve though. Your discretion is advised LONDON - Ed Miliband, the leader of Britain's Labor Party mentioned the word "Jewish" twice in his 65-minute long speech at the annual party conference in Manchester this week. Both times he was referring to his parents who had come to Britain as refugees from Nazi Europe. Regarding his own set of beliefs he was less clear. He said he was a "person of faith, not a religious faith but a faith nonetheless." The memory of the most famous prime minister of Victorian times was significant, not only since Miliband has appropriated Disraeli's One-Nation ethos, once the byword for the rival Conservative Party, but also because if the polls are anything to go by, three years from now Ed Miliband will be Britain's first Jewish prime minister since Disraeli. (And since Disraeli's father had him baptized at the age of 12 and he remained a practicing Anglican for the rest of his life, there will be those who will argue that should Miliband win the next general election, he will actually be the first Jewish premier.) Voters like to know what makes their leaders tick. As Miliband tries to transform himself from a gawky policy wonk into PM-material, he understands that he must articulate to the British public what, if anything, his Jewishness means to him. His relatively few statements on the Middle East have been quite harsh on Israeli policies. There are no signs of him being a closet anti-Zionist but it will be surprising if he goes out of his way to court that section of the community which attaches major importance to a candidate's position on Israel. Unlike Disraeli who was forced to contend with anti-Semitic slurs throughout his life, it seems unlikely that Miliband's origins will be one of the obstacles in his path to power. On the contrary, if his conference speech reveals anything about his personal identity, he plans to capitalize on his immigrant background. Perhaps one of the most significant passages in his speech was this: "My conviction is rooted in my family's story, a story that starts 1,000 miles from here, because the Milibands haven't sat under the same oak tree for the last 500 years." Immigrant roots In a country which still has an affinity for the landed gentry, attested to by the continuing success of "Downton Abbey" now in its third season, and where the current prime minister is the fifth cousin of the Queen, Miliband's emphasis on his newcomer status is important. The success of this summer's London Olympics and the British team's medal haul has given him a unique opportunity to celebrate the success and patriotism of immigrants and refugees. He hailed Somali-born long distance runner and gold medalist Mo Farah as a "true Brit and a true hero for our country." There are echoes here of the fabled Jewish cosmopolitanism and the innate ability to put down roots and thrive on any fertile and welcoming soil. But for Miliband this is not a unique Jewish quality and the credit must go to British society for its values of tolerance and fair play. Miliband offered his listeners a cheerful and upbeat version of a diverse multi-ethnic society, his "One Nation," where everyone has an equal chance to shine. But in the creation of that society there doesn't seem to be much room for individual heritage and communal identity, rather a shared purpose and "a duty to leave the world a better place than we found it." Miliband may have nothing against individuals and communities performing their rituals and living according to their beliefs. But he has no use for any of that. His religion is politics and though not a Marxist, his family heritage is one of internationalism and universal brotherhood (and sisterhood). There is an unspoken challenge here for any Jew in Britain interested in perpetuating an Anglo-Jewish identity that is at once integrated into the wider society but also retains a sense of unique culture and heritage. It is also a challenge for Zionists who expound the centrality of Israel in Jewish life, even for those who prefer living outside Zion. So far, I have not seen anyone acknowledge these challenges. Three years from now Britain may have a Jewish prime minister who will also be the ultimate assimilationist. It will be fascinating to see if any communal leaders or educators find a way of explaining to themselves and to a younger generation why Ed Miliband's path in life is legitimate and a credit to British society and at the same time a departure from his Jewish identity.
