If the Legislature moves money from a dedicated account to other purposes, as they've done with MTCA money, doesn't that establish that they're treating the money as tax revenues? Seems so.

The edit function got messed up, as others have already pointed out. Today I'm getting a heading above the composing box that says "Text Editing Tools" and a garbled bunch of letters -- no way to find the link chain, make sense of the fonts, and so on. This last happened to me a month ago. When it works, it works well; when it doesn't, it's a frustrating waste of time.
