The insanity of crochet instructions

One more question about Que Sera, this time about the Cluster 3 -- I assume we slip the stitches as if to knit, right? And at the end, we purl each one of the three stitches individually?

I fell in love with Que Sera, but posted the following question on the Knittylove forum on Ravelry.
I am a little confused by the instructions for the lower band. After casting on, knitting in Double Moss stitch, and knitting the first buttonhole row, the instructions say:
Next Row WS: Work 6 sts in pattern, place marker, work in pattern to last 6 sts (outlined pattern repeat will be worked 1112, 14, 15, 16, 18, 19 times), place marker, work last 6 sts in pattern.
From then on, it says, you work the lower body in the lace pattern. But… what pattern am I working on the bands? The only pattern I see is the pattern for the lace. Is that used on the bands as well? Or do they just mean that the body lace pattern starts after the first buttonhole row? Isn't that a wrong side row?
Can you clarify this?
