Allowing Transportation Network Companies to dispatch drivers who are in motion via a smartphone-based system that requires manual interaction is not safe. The one regulation that I'd wish to see is a requirement that applications be usable without manual interaction: interactive voice response and possibly limitations on the types of messages sent to drivers would increase the safety of ridesharing applications. If we don't require this sort of safety measure, we will see further cases such as that of Sofia Liu.

Do you have any indication or evidence that this pedestrian wasn't alert? This seems a callous commentary on this person's tragedy. Good advice, though. If you're a ped or biker, caveat transitor. Cars are dangerous.
