Rachel - I agree strongly that any Emergency Codes system has to be simple, and those in the crisis response business need to know about it in advance. One of the things that Microsyntax.org is going to do is create in detail help pages, with examples, and we can translate those into the major languages in advance.
It would be great if you could hook me up with the folks at Ushahidi and Wendy Harman, once the current crisis is over.
