It's a question of how you want to use twitter. Personally, I try to follow people who's update are interesting to me. My rule for "following" people: Would I want to share a meal with that person? If no, don't follow. That really narrows things down a lot. Someone who's firehosing me will probably quickly get unfollowed.
I do look at new followers and do curate my OLD tweets so there's also a balance there.
