From what I read about the methodology for the ratings, that sounds exactly like what happens! The ratings are based on responses from program administrators...no responses, no ratings. It's self-fulfilling. If *you* don't fill out a Who's Who profile, you won't get in most likely.
I think these days it's much easier to find information, candid information, about programs. The schools (many? most?) are out there in 2.0 land, and students' thoughts are also out there and more findable. It all helps you form an opinion about a program and if it's right for you.
