If it's for educational purposes then by all means use an existing engine to cut your teeth on. If you're building a commercial product however, a top tier engine license is going to set you back hundreds of thousands of dollars. That's an expensive education.
You can certainly get a game done on an engine without understanding it completely. In all honesty that's how I learned. The point of the post was how businesses can increase their chances of success.
