Millennium Park was designed as a highly interactive environment from the very beginning, so it's not surprising that kids are compelled to interact with the pavilions. I think the designers, used to producing venerated foreground structures, wiffed by not fully understanding the environment in which they working. On the other hand, the pavilions nicely symbolize why the core areas of so many American cities have struggled in the years since the Burnham Plan was published, and especially in the decades after WW II. Great swaths were designed, built and rebuilt by people who often willfully ignored the larger context and the affects their work would have on users of the public realm.
