I can see how this could be seen as not racist. Personally I defaulted to 'mocking suicidal thoughts' before I got to the racism part. The hangman's noose represents two things- mob killings and suicide. Either way, a disgusting shirt.

I don't understand why this is controversial. If marijuana has a proven medical benefit for cats and dogs, then why is it a big problem to use it for medical purposes? Yeah, sure, don't give your dog a spliff, but if it has something wrong with it and the treatment is marijuana, like, where's the moral quandary here?
