Do numbers with decimal points in a table column still need to line up by decimal points?

One of the experts here said that the data in the table cells can either be centered, flush right, or flush left. I thought the table headings had to be centered and the data centered under the headings. Has this changed? So I assume that the headings and data should follow the same rule, either all centered or all flush right, or all flush left, is this correct?

In regards to tables that span across more than one page, someone asked if the table notes should repeat on all pages or just be on the last page at the end of the table. On 06/20/14, Jeff Hume-Pratuch said, "notes always go at the end of the table". However, I was told, "According to APA, any note that applies to the portion of the table on that page should also appear on that page (see Table 5.3 on pp. 131-132 of APA manual." In other words, this person is basically saying that the notes belong on all pages of a multiple page table. It makes more sense to me to have all notes at the end of the table of a multiple page table because if you have notes on pages before the last page or use the word continue as some people have asked about, then you cannot use the repeat table headings function in MS Word. So what is the right answer, notes on all pages or just the last page at the end of the table?
