This is a great comment. I do understand the concern from economists about putting out overoptimistic numbers. Keeping the left's reputation for honest numbers intact is important. But ultimately from a policy point of view you are absolutely right. If the policy fails to get the super high growth being predicted then it is still very likely to have a positive impact: win-win.
