I'm not sure how you're using the phrase, but technology-based is likely a compound modifier (two words that work together to create a single concept that describes a noun; e.g., technology-based company), so it needs a hyphen.

Typepad HTML Email Hi Angela! APA Style defers to Merriam-Webster’s Collegiate Dictionary for permanent compounds, and the dictionary lists this one as an open compound: time frame.
