Thank you. I have run across citations that list authors as Belmont Report, U.S. Department of Health, and the National Institute of Health and a variety of years including 1978, 1979, and 2014. On top of that, many institution reviewers miss the different references and citations.

I review dissertations using APA style. One government report that in cited in almost every, if not every, dissertation is the Belmont Report. I have seen several different (style, source, and dates) references and citations for the report. What is the APA recommended reference and citation?

In a reference with seven or more authors,why is the "&" not included before the last author. I would appear that by including it the style would remain consistent with the other APA reference rules.
