Similar to Aileen CW's question above, I am working with a government report that identifies authors. For example, the National Center for Education Statistics' Digest of Education Statistics 2014: http://nces.ed.gov/pubs2016/2016006.pdf. On the 4th page, it has a suggested citation, where it writes three authors. Should the reference look like the "#33 Authored report, from nongovernmental organization" on pg. 206 in the manual? Or, should I ignore that there are authors listed anywhere and cite it as "#31 Corporate author, government report" on pg. 205 in the manual? Thank you for your help!
