I am working with a student who is writing a thesis based on interviews with teachers about issues in their school district. She has a couple of quotations from school district policy, but does not want to identify the district in order to protect the confidentiality of her participants and the district. She has given the district a pseudonym. How can she best cite the policy documents without revealing the real name of the district? Can she include them in her reference list with the pseudonym as author? Thanks for you help!
