This is a great way too present and look at the interface of technology with PFM systems. FMIS and TSA as core systems were to a certain extent successful in strengthening PFM system in the past decades. However, it is time to scale-up the approach. Considering it as a holistic model from legal framework to use of disruptive technology aligns well with the emerging requirements of Governments.

Very nice analysis. Health Sector budget preparation would be an interesting area to follow for FY21. With significant investments on COVID19 response oriented towards health response, mechanism needs to be in place to ensure that conventional health budget allocation is not only protected, but enhanced (without considering the COVID19 specific expenditure, which may continue in different form into FY21).
