Katherine Tai, Tony Blinken, and the USTR team are very deliberative and savvy. My view is that this is part of broader trade policy positions that they are developing. Suspending tariffs and resolving disputes that they inherited is an important first step. It will make engaging with concrete proposals for renewed binding WTO dispute settlement easier. Let's hope. There is significant academic and policy work laying out different options.
