That looks to be a map of the New York Central System, which ran electric engines into Grand Central Station. The AC converters probably only powered the lines around New York City, not the whole "North Eastern Rail Network", the map of the NYCRR the producers used.
Neat spy story but a bad job on the producers fact checking ability.
