I agree with Zyffyr. Truly terrible service shouldn't be rewarded with a tip at all. That being said, I know how tough it is serving the public and tend to be forgiving. If you're clearly having a bad night but aren't oozing bad attitude or hostility I'll still tip 10-15%. Great service is worth 20% or more, along with a smile and a heartfelt "thank you."
I've got a great friend who tends to be a poor tipper, and I usually slip an extra couple of dollars onto the table after he's left to make up the difference. I feel better and he's none the wiser. :-)
