I believe that a lock at Leamouth would cost a lot more that 23 million. By the way, the map is a little out of date. Pudding Mill River no longer exists. It is now the sit of the Olympic Stadium.... http://www.flickr.com/photos/loopzilla/516724878/

I don't see much in your argument about the flood risk in the Abbey Mills (Millmeads) area. During the past few weeks, the flow down the Prescott Channel has been dramatic. It is a the work of the Environment Agency to consider any scheme for the River Lea, and to make sure that the flood risk remains tolerable. The Three Mills Lock is a scheme for London 2012 Olympics. Let us see what happens in 2013. The barges there were supposed to ply the Prescott Channel never arrived. As you say, what a waste of 23 million squid.
