In a poll conducted for the Annenberg Public Policy Center ahead of this weekend’s celebration of the 229th anniversary of the ratification of the Constitution, only 26 percent of respondents could identify the executive, legislative and judicial branches, while 40 percent could name only one or two. Americans talk openly and often about the dumbing down of our culture, what we refer to as “The Big Stupid.” It is a lament, but also something of a brag for people not clutched by ignorance of this magnitude. But it’s easy to be an intellectual elite in a nation where not even half of the people know what kind of government they have. By moving the deadline from Sept. 30 to Dec. 31 for must-pass legislation on raising the federal debt limit and authorizing new spending to prevent a partial government shutdown, Trump certainly bought himself some time. Those deadlines represent leverage against for Congress. Helping People In The Midst Of Catastrophe Dr. Winston Watkins, an internist at St. Joseph Medical Center in Houston, volunteered to help his colleages in the ER during Hurricane Harvey. Rachel Osier Lindley/KERA Lessons Learned From The Last Hurricane When disaster strikes, the first thing we think about here at Shots is how it will affect people's health. Will they be able to get to a hospital? What if they need dialysis? What if they can't get their meds? What if they're on methadone and all the clinics are closed? What if they've spent days in a shelter and they're having a hard time coping? Those are a few of the stories we reported from Texas after Harvey hit. It's still too early to know what questions to ask with Hurricane Irma; each disaster has its own indelible signature. But Dr. Ruth Berggren, who was among a handful of doctors who cared for 250 patients trapped in New Orleans' Charity Hospital for six days in the wake of Hurrican Katrina in 2005, gave us some valuable perspective. After Katrina she moved to Houston, and after Harvey hit she volunteered to help provide medical care for people displaced by the massive floods. The medical response to Harvey might not have been perfect, she says, but it was much better than Katrina. Since 2005, hospitals and local, state and federal agencies have realized how much they need to do ahead of time if people are going to get the help they need. Into The Arms Of 'Chuck And Nancy'? Liam James Doyle/NPR Summertime in Washington stopped this week like a truck hitting a wall. In only the four workdays after the traditional resumption of the doing-stuff season following Labor Day, elected officials in the capital fought a huge battle over immigration; President Trump and congressional leaders convened over funding the government and raising the debt ceiling — in which the Republican president took the side of the Democratic minority in Congress — and, oh yeah, the president’s eldest son appeared on Capitol Hill to talk about his election year meeting about an offer of help from the Russian government. And even as those stories played out, vast human peril continued to grip Texas, the Southeast and Florida as Americans continued trying to recover from the aftermath of Hurricane Harvey and bracing for the arrival of Hurricane Irma. By Friday, Congress had approved a mega-bill that funds the government through Dec. 8, permits the nation to continue borrowing money until then and appropriates more than $15 billion to help with hurricane disaster relief. The legislation passed with significant help from minority Democrats. It was fiscally conservative Republicans who were outraged about what they viewed as a breach of faith by the White House, unwilling to vote for an increase in the debt ceiling without concomitant cuts in spending elsewhere. The costs of the measure were steep in terms of trust and convention. Republicans were gobsmacked.
