Hiya! This website, while an awesome find!, is for a specific program that was not deployed in Equateur province. Last updates appear to be from 2014. Also, the FBR payment scheme - to the best of my understanding - does not imply that funding will remain low. It's a bonus system, so the more they do, the more money they get, but it does not mean they are denied the funds needed for proposed activities.
