Just because humans don't always make the choice which is most efficient and achieves the highest level of utility does not mean that man is irrational. What must be understood is that man is not always trying to achieve this optimal point. Instead, as explained in your article, man is almost always rational because he always strives to achieve some goal be it an efficient use of his resources or not. The fact that he attempts to achieve this goal implies that man is rational. These goals are always going to be different for every individual therefore it is pointless to try and direct human productivity on a macro scale people have identities and goals that are too diverse. What is more important is to set up a society where people can get together with other like minded people successfully and allow for the easy implementation of new ideas. Most people are motivated and capable enough to survive and make use of their resources in society. What is holding people back is the structures in society that deny people from employing their resources effectively. Think about it any kind of government spending is money or a unit of productivity taken out of the economy and placed in some kind of government directed program almost always under utilizing the unit of production.
