Cynder's attempts to stop the war from spreading to her city will eventully result in the she-dragon going to Abah, a city-state ruled by a bi-pedal tigeress (Kaziranga) and her off-spring. unfortunetely for her, The city's religious practices involve human sacrofice, a practice banned by the High council, who are the dragons' main governing entity. Cynder will engage in a dispute with Kaziranga, but she will eventully decide to allow the Tigers to practice their religion, provided they don't try to push the forbidden practice beyond their citys' terrotory.
