The point that Gourevitch is trying to make, correctly in my opinion, is that the influence of economic policy ideas is not a matter of right or wrong: there is one correct doctrine, so those who don’t get it are either stupid or in bad faith (they get it but the correct doctrine is against their self-interest). He is arguing that the mechanisms by which economic doctrines gain respectability and diffusion are more complex, although it is true that he does not present a theory of these alternative mechanisms.
