My guess is that parking there is not designated by religion but rather by neighborhood. This is common in Seattle where residents of certain streets are given parking passes for lots and streets in their neighborhood and others are out of luck. In Bell Harbor, NY residents near the beach have parking stickers and those that live in other neighborhoods have to park in their own neighborhood, even if just a block away. This is common throughout the states. It seems to me that Haaretz and you wish to make a federal case out of a mundane municipal matter.
