Rich, I do not believe so. As you point out, the 'swarm' behavior of birds and fish emerges out of the repeated interaction of agents following relatively simple rules. Screensavers based on these rules were quite popular for a time and displayed very 'flock-like' movements. This particular research is trying to understand how individual birds navigate. What is intriguing is that the researchers are not sure how or even if entanglement is used by birds. It does show the value of really trying to understand underlying mechanisms and keeping an open mind for serendipitous discovers.
