This is just the default settings. At my work, the exact same websites are blocked, and the same other ones are open. I have no idea why. But it sounds like my company and the US military is using the same software. It is just bad programming, not any deliberate attempt to go after certain sites. I am really against the whole idea. If someone is letting their web surfing interfere with their job, then their performance will suffer, it will be detected, and they'll be fired. It was not so long ago that manager would even have the WSJ delivered to work. They'd spend half the morning reading the paper. But that was ok.
