I remember when I came in, I was known as 'the guy who comments on the blog a lot'!

It's a flawed system all right.
The problem is (as you say) how pitches are used and run in some cases. Maybe there needs to be some clearer understanding of just how much pitches cost, and that abusing the pitching process just puts costs up for everybody.
